Introduction
Projects are where strategy becomes visible. But the quality of execution is often determined much earlier—by the strategic decisions that shape priorities, investments, resources, and direction.
As organizations operate in increasingly complex and AI-enabled environments, this distinction becomes critical. Better execution alone cannot compensate for decisions that are made too late, remain fragmented, or are insufficiently aligned with strategic intent.
In this article, I explore how the role of the Project Management Office (PMO) is evolving from operational coordination and reporting toward something more consequential: helping organizations create the conditions for better strategic decisions.
NVIDIA provides a compelling real-world perspective on what this can mean.
From Project Control to Strategic Decision Capability
For many years, PMOs were primarily associated with governance, reporting, standards, and project oversight. These capabilities remain important—but they are no longer sufficient.
The emerging PMO operates closer to the intersection of strategy, portfolio decisions, governance, data, AI, and execution.
Its contribution is therefore not measured only by how effectively projects are controlled, but by whether the organization can make better decisions about:
- which initiatives deserve investment,
- how priorities should change,
- where resources create the greatest strategic value,
- which dependencies and risks require attention,
- and how decisions translate into measurable impact.
This represents a fundamental shift:
Projects execute strategy. Decisions determine whether strategy creates impact.
NVIDIA as a Strategic Case
NVIDIA’s rise is often explained through technological innovation and the extraordinary growth of artificial intelligence.
Yet technology alone does not explain its trajectory.
Years before AI became a dominant strategic priority across industries, NVIDIA made a series of consequential choices: investing in accelerated computing, developing CUDA and its software ecosystem, building an increasingly data-center-focused infrastructure, and sustaining these investments despite uncertainty.
In retrospect, these decisions may appear obvious.
At the time, they were strategic commitments to a future that had not yet fully materialized.
The lesson for PMOs is not to imitate NVIDIA’s technology strategy. It is to recognize the organizational capability behind it:
the ability to make, align, sustain, and translate strategic decisions into coordinated action over time.
That capability is increasingly becoming part of the strategic mandate of the PMO.
